How to apply for OEC in Dubai

As Filipino immigrants in Dubai United Arab Emirates, you may want and think it’s important to have an overseas employment certificate, also known as Overseas Employment Certificate. Now we go through the steps to apply for OEC for the Dubai Emirate in Dubai.

Overseas Employment Certificate (OEC)

The Dubai Overseas Employment Certificate is a document issued to all Filipinos working overseas as an exit pass/pass for leaving the Philippines. It is issued in accordance with the regulations established by the Philippine Overseas Employment Administration (POEA) to ensure the correct recording and protection of overseas Filipino workers (OFW) / Balik Manggagawa (BM) workers. It also provides OFW privileges for your spouse or family members, such as exemption from travel tax, exemption of airport terminal fees, and reduction of travel tax.

All Filipinos wishing to work overseas must register with POEA and obtain OEC. This also applies to Filipino travelers who travel to the Philippines for short trips/vacations and they plan to return to work afterward. People without OEC may be barred from leaving the Philippines.

OEC Requirements

To apply for OEC Dubai, first of all, you need to make an appointment at the Philippine Overseas Employment Bureau (POLO) in Dubai. To make an appointment, please visit BM’s online hotline. For this step, you will need to book a round-trip ticket. You can choose the OEC tax exemption option if you have a published OEC.

This way, you can go directly to the airport without visiting POLO. But this is only possible if you return to the UAE and are registered by the same employer and already registered in the BM Online processing system. To post a new OEC, you can select “Get OEC” and schedule a BM appointment. After receiving confirmation of BM online dating, please take all the documents and go to POLO in Al Qusais 3 near the Al Qusais police station.

Required Documents

After receiving online confirmation of your BM appointment, you must ensure that you have a complete list of required documents before you gain access to POLO. You need to make sure that your OWWA membership is valid.

If it has not expired, or if you are applying for the first time, you need to fill out the OWWA membership form on the POLO in Dubai to get it and it will cost you about 92 dirhams.

To get the OEC from Dubai, you need to fill out other forms like the OEC Balik Manggagawa form and the Pag-big form, available at POLO, or downloaded from the website. In addition to the above forms, you also need to bring the following supporting documents to the consulate, including:

  • A copy of the old OEC or a new or old visa (if you return to the same employer but do not receive an OEC exemption).
  • Original passport.
  • POLO certification contract (If you are not registered in POEA or UAE internal change employer.).
  • Flight details such as tickets.
  • Three copies of BM’s online appointment or information form.

It is important to note that the documents required to obtain OEC for domestic service workers such as Balik Manggagawa (BM) workers (also called nanny or maid) in Dubai are different from other OFW. Balik Manggagwa workers in Dubai need to bring the following documents.

Required Documents for Balik Manggagwa (BM) workers category

Make sure to always bring at least two copies of the documents required by the following OEC.

  1. An affidavit document stating how the current employer hires workers if they have not previously registered in POEA.
  2. Copy of the passport and visa of the employer/sponsor (non-UAE)
  3. Employer / Sponsor Information Form (2 copies).
  4. Any current work certificate, such as the most recent payslip or current work certificate.
  5. Employer / Guarantor’s Affidavit.
  6. Original plus a copy of the worker’s valid passport and valid visa.
  7. Employment/labor contract for domestic workers
  8. Employer’s certificate that if the worker returns to the same employer but is in a different country, the worker’s place of work has been transferred.
