Constanta Maritime University is a higher education and research institution, an academic community formed by teaching staff, auxiliary teaching staff, students, technical and administrative staff. Constanta Maritime University bases its activity on the university autonomy, seen as a specific means of self leadership, according to the legal framework established by the Romanian Constitution and... by the Education Law no. 84/1995, reissued in 1999, by other laws as well as by its own regulations. CMU shares the provisions of The Lima Declaration on Academic Freedom and Autonomy of Institution of Higher Education (1988), The Magna Charta of European Universities (Bologna, 1988) and adheres to the Bologna Declaration (1999).
The executive leadership of the University is ensured by the Rector, assisted by three vice-rectors, a general administration manager and by the secretariat general. The supreme decision forum is the University Senate, formed by 28 members (teaching staff and representatives of the students), which meets in periodic sessions and through permanent commissions for decision making. The Administrative Council of the University ensures the operative administration of the institution; The decisions of the Administrative Council are enforceable for the departments, faculties, research institutes and services.
The University has been audited by the European Maritime Safety Agency – EMSA.
The auditing aimed at checking the quality of the university’s activities on various levels of interest (managerial level, assessment means, courses, feedback from the maritime industry and so on).
At the same time, it aimed at checking the compliance of these activities with the STCW’95 international standards (Standards for Training Certification and Watchkeeping for Seagoing Personnel Code) elaborated by IMO (International Maritime Organization).
The continuous transformation of the Romanian society and European Community require new abilities to adapt to the needs of the labor market. It is, therefore, necessary to combine the academic knowledge with clearly stated and identified professional competences. In this context, the mission of Constanta Maritime University is to:
  • Train future professionals for transport related activities and develop research activities in related scientific domains, by acknowledging competition as main progress factor and quality management as main means for a continuous development of the educational and research process.
  • 2. Promote education and research in accordance with the requirements of a knowledge-based society, through education, continuous learning and integration in the circuit of universal valuaes.
  • 3. Bring a contribution to the local, regional and national development, through the involvement of academics at a social, economic and cultural level.

Our means to achieve the above are: – Strategic and efficient management of human and material resources; – Permanent development, both vertically and horizontally; – Commitment to the quality principle in each and every activity. Internationalization is an essential vector in enhancing the quality of higher education. By its very nature Constanta Maritime University has a strong international feature. The maritime field is a strictly regulated one. Along with the regulations imposed by the Ministry of National Education through the Romanian Agency for Quality Assurance in Higher Education (ARACIS) the university must adopt and implement the international standards set by the International Maritime Organization (IMO) and the Romanian Naval Authority. These create the regulatory framework of the global maritime industry in terms of navigation safety and protection of the marine environment. Given the above, the teaching curricula comply with the academic norms, the provisions of STCW 78/95 Code, the amendments of the Manila Convention and IMO Model Course 7.03 and 7.04.
CMU is active member of two major international networks, with high potential for students and teachers mobility and joint research programmes: The International Association of Maritime Universities (IAMU) and the Black Sea Association of Maritime Institutions (BSAMI). The university is committed to maintain and strengthen the cooperation with these network partners. CMU is an active member of the International Association of Maritime Universities (IAMU), which comprises 57 worldwide institutions. IAMU is the most authorized voice to promote a quality higher education and the standardization of the teaching curricula and the graduates’ certification procedure at international level. During 2012-2013 Constanta Maritime University has ensured the presidency of this prestigious association through its Vice-Rector for International Relations and Institutional Development, Prof. Cornel Panait, Ph.D. In October 2013 CMU hosted the 14th Annual General Assembly of IAMU, whose theme was “New Technological Alternatives for Enhancing Economic Efficiency”. The event gathered more than 100 participants from over 40 institutions.
CMU has established the Black Sea Association of Maritime Institutions (BSAMI) along with other five higher education institutions from the Black Sea basin: Istanbul Technical University Maritime Faculty, Nikola Y. Vaptsarov Naval Academy, Admiral Ushakov Maritime State University, Batumi State Maritime Academy and Odesa National Maritime Academy. BSAMI strives to be an innovating and proactive actor in the Black Sea region and to ensure the proper training and competences necessary for the human resource to face the competitiveness on the international labor market. One of CMU’s constant endeavors is to ensure onboard training to as many students as possible. To this purpose, Constanta Maritime University has joined the Global On-Board Training Center (GOBTC), which aims to identify and use all cooperation opportunities in order to ensure seagoing traineeship to its cadets.
