Yugra State University (YUSU) was established by the initiative of the Government of Khanty-Mansiysk Autonomous Okrug – Yugra in 2001 followed by the Decree of the Russian Government No. 1069-r of August 20, 2001, and the Order of the Russian Ministry of Education and Science No. 3296 of October 5, 2001. At present, Yugra State University is one of the youngest state universities in Russia. B...y the Order of the Russian Ministry of Education and Science No. 1234 of October 29, 2015, the university was renamed Federal State Budgetary Educational Institution of Higher Education "Yugra State University". We consider the creation of the University as a merit on Alexander Filipenko’s part. Being the Governor of KhMAO, the long work was done under his rule. It resulted in the Prime Minister signing the decree of the creation of Yugra State University in Khanty-Mansiysk in 2001. “We demonstrated the okrug (region) being a place for living, not just for a stay of a workforce, - he said. – The population of the okrug will need educational services. Most effectively organized on-site professional training will prevent talented youth from migration”.
The mission of Yugra State University is to provide education and conduct research to address a diversity of issues in high-technology industries of the region. Yugra State University is a leading university on the regional market of education; it provides all levels of professional education: associate, undergraduate, graduate and post-graduate degree programs. Each year over 2,000 specialists graduate from the university and get employed by regional companies. The key training strategy is the YUSU-developed method to forecast industry and business demand for the university graduates. It allows efficient management of the content and structure of academic and research processes. Innovations are the predominant development factor for Yugra State University. The sharp-cut set of goals, priorities and tools of the university’s innovation activity makes it possible to build a quality assessment system for innovation potential:

During this period the university personnel has succeeded considerably in fields like training highly-skilled specialists, effective research, that contributes to high living standards in the region and designing an innovative society oriented development model of Yugra. Yugra State University enjoys an exclusive free of charge access to a variety of online academic resources – international and national e-library systems – available for YUSU students and staff. The resources can be reached after registering in the university corporate network granting personal access to research, scientific, educational and job-specific electronic editions published online across the world. The Internal resources section provides links to the university scientific library collection available both in electronic and printed versions, and to the in-house academic publications collection comprising authentic full-text teaching guides, textbooks and workbooks developed by the YUSU faculty.
Yugra State University is a leading regional university. The major fields of the scientific activity and professional training are Energy, Ecology, Materials Technology, Constructional Engineering, Transport, IT, Economics, Law, Social Scieces, Finno-Ugric Studies. Eight scientific schools in these priorities are shaped in the university: Electrical Power Industry (Kovalev V.), Advanced Nano-materials (Gulyaev P.), Construction Technologies (Kosach A.), Forecast Systems (Tey D.), Information Tecnologies (rector Karminskaya T.), Petrochemistry (Novikov A.), Geoecology (Polishchuk Yu.), Ecology (Lapshina E.).
Nowadays the university is preparing PhDs in 14 qualifications inside 7 scientific areas which are a top priority for the region and nationwide at large. An important factor enabling the training of PhDs is staff assistance; we have 33 Doctors of Science and 17 PhDs as scientific supervisors of post-graduate students. A significant place in science and research of the university is given to preservation and development of social and cultural traditions of the local peoples of the area (Yugra region). This activity is carried out by the Institute of the Northern Peoples. The basic directions of work are the following: collecting and processing dialect materials in localizations of Khanty and Mansi; researching the issues of Finno-Ugric languages and national cultures in connection with the issues of Finno-Ugric studies in Russia and abroad; doing field archeological research in the locations of cultural and natural heritage; translating and publishing the epos of the Mansi people.
Yugra State University develops cooperation with granting organizations such as German Academic Exchange Service (DAAD) and South Moravian Centre for International Mobility (JCMM). Each year our students undertake Master’s and Bachelor’s programmes in two universities of Czech Republic - Brno University of Technology and Masaryk University. Close cooperation with Czech Republic is supported with mutual visits of the universities’ representatives aimed to discuss the opportunities of implementation of collective scientific projects and participation in grant programmes. Our university is a current member of the International Association of Universities and Colleges of the Arctic (UArctic). In 2009 the university hosted the Third Forum of UArctic rectors, and in 2012 we participated in the Sixth Forum of Rectors of UArctic (Winnipeg, Canada) devoted to the issues of international cooperation in the Arctic region.
