The University of Applied Sciences - Public Administration and Finance Ludwigsburg specialises in the education of management in public administration. The approximately 2500 students of the university are taught by a number of professors and lecturers. The two faculties.
Graduates concluding their Bachelor studies are able to apply the acquired knowledge and skills in a professional envi...ronment. The didactical concept encourages scientific work and is designed to give graduates a sense of responsibility in the context of a free democratic and social constitutional state. The programmes enable the students to develop their academic, personal, social, team-building and business skills.
A distinguishing characteristic of the Bachelor programmes is the combination of academic work and practical experience in the form of traineeships in public administration at state and municipal level. Small study groups ensure excellent support can be given to individual students by the professors and lecturers. Applicants for the Bachelor programmes must have a valid higher education entrance qualification (e.g. A-levels).
The University offers two Master programmes: The full-time Master programme in European Public Administration prepares graduates for a career in senior civil service positions. The Master of Public Management is a part-time programme with a special focus on leadership and is designed for public administration employees seeking a senior management position.

The Bachelor programme Public Management is designed to provide students with a thorough grounding in law, business, social sciences and communication required at all levels of state and municipal administration. The three-year study programme must be preceded by a six-month internship, which allows students to gain practical experience in their preferred professional area and the extra focus on teamwork further enhances the programme. The programme is extremely popular with leading employers and a significant number of graduates have become mayors.
The University of Applied Sciences Ludwigsburg is the only educational institution in Baden-Württemberg which educates students for civil service positions in tax administration. The rotating system of the three-year study programme allows the students to spend a total of 21 months studying and 15 months working in tax authorities. Students acquire not only the necessary tax-related expertise but also knowledge in general law and business as well as technical and social skills. The programme qualifies graduates not only for high-level careers in tax offices but also in accountancy, industry and commerce, as well as in the banking and insurance sectors.
The study programme Pension Insurance Management prepares students for a career in high-level public administration positions in the German state pension insurance system. The responsible authority for the programme is the State Pension Insurance Authority (Deutsche Rentenversicherung Baden-Württemberg) which is one of the biggest statutory providers in Germany. The three-year Bachelor programme comprises a 10-month basic course at the university, 14 months of work experience at the the public services department for pensions in special on-the-job training programmes (traineeships). It is followed by a 12-month course of specialised studies.
The three-year programme in Public Financial Management is split between a traineeship at the Baden-Württemburg State Property and Construction Office (Landesbetrieb Vermögen und Bau Baden-Württemberg) and the State Office for Salaries and Pensions (Landesamt für Besoldung und Versorgung). Graduates primarily work in offices that report to the Ministry of Finance excluding tax offices. They perform interdisciplinary tasks essential to all areas of public administration, including those which have been privatised. Potential employers for these graduates include other state authorities, municipalities and private enterprises – particularly in the areas of real estate and human resource management.
The interdisciplinary Master programme European Public Administration is run in cooperation with the University of Applied Sciences Kehl, and provides students with a thorough understanding of the administrative, legal and social structures in Europe. Graduates from this two-year programme receive a Master of Arts degree in European Public Administration that is highly recognised throughout Europe. Graduates have excellent career opportunities in EU institutions, international organisations, the European affairs departments of ministries, local governments, trade organisations and large private enterprises.
The Master in Public Management is a part-time programme over two and a half years and qualifies graduates for management positions in municipal and state administration as well as public enterprises. Employment opportunities include positions as team leader, project manager, head official, chief executive or mayor. The programme comprises individual modules that combine various learning formats such as autodidactic studying, lectures and practical experience.
The Institute for Applied Research (Institut für Angewandte Forschung, IAF) is the scientific institution of the University of Applied Sciences Ludwigsburg. The academic staff focus their research efforts on public administration and tax law. The IAF is active in the field of basic and application-oriented research and the reports and publications increasingly deal with questions connected to European research.
