With more than 42,500 students, FOM is Germany"s biggest private institute of higher education. It has been accredited by the German Council of Science and Humanities, Germany"s most important advisory body for science policy. At the beginning of 2012, FOM was also the first private university in Germany to be accredited as an institution by the FIBAA (Foundation for International Business Administration Accreditation). This seal of approval from one of the world"s most important higher education assessment agencies proves that FOM"s quality management satisfies the highest international standards.
FOM is supported by the non-profit Stiftung BildungsCentrum der Wirtschaft. Experienced lecturers from the academic world and industry give on-site lectures at 29 study centres throughout Germany. FOM University of Applied Sciences is headquartered in Essen. The university is consequently under the supervision of the Ministry of Innovation, Science and Research of the state of North Rhine-Westphalia.
FOM sees itself as a complementary addition to the German university landscape. It offers outstanding study programmes with conditions that are appropriate for and attractive to target groups, and it focuses on courses that can be completed while students work or undergo vocational training.
Study programmes can only be attractive to students and companies if a high standard of teaching and research is guaranteed and the organisational conditions of on-site study are tailored to the special needs of students who work and study simultaneously. This also includes affordable tuition fees.
FOM engages in applied research with a special emphasis on the fields of human resource management, career and education and skills development in small and medium-sized companies (SMEs). Other areas of research are developed in line with FOM"s study programmes. Research output is integrated into teaching activities.
FOM ensures that the goals based upon this mission statement are achieved with a comprehensive quality management system that embraces quality planning, quality control, quality assurance and quality improvement, and which guarantees excellent standards in all aspects of its goals.
FOM is committed to an equality-oriented university culture which nurtures all existing talents and potentials irrespective of sex, age, nationality, religion and social background.
Responsibility for the academic organisation of FOM lies with the President, Vice-Presidents, regional Directors of Study, Deans and Module Supervisors. They guarantee the quality of teaching and research and ensure that the university curricula always correspond to the latest academic findings and that teaching staff develop their didactic skills on an ongoing basis.
The Senate Advisory Board and Friends of FOM ensure that course content is linked to practice. They support the university in an advisory capacity and are composed of high-ranking representatives of industrial associations and other enterprises and organisations from all over Germany.
Research and development are of major importance at the FOM: they do not only take place on the basis of the Northrhine Westphalia law for greater autonomy for higher education institutions (Hochschulfreiheitsgesetz), but are also an important pillar of the guiding principle of the university.
The aims of the university: to further develop scientific training and education, to transfer scientific findings to business practice and to enable students on a scientific level. The main emphases in terms of content are career- and education research, contributions to competence development in SMEs, taxation law issues as well as economic analyses.
The transfer of research- and development results to science and economy is ensured through publications in the series of the FOM or other specialist publishers, through symposia, scientific conferences and presentations.
FOM specialises in study programmes which students complete while working or training and it sees itself as a service provider that teaches students the academic knowledge and social competencies and skills needed to take on managerial positions. Students acquire sound theoretical expertise which they can apply directly to business practice. Online information systems, smooth organisation and comprehensive services help students complete their degrees quickly and easily despite the double burden of combining work and study.
To achieve the goals we have set ourselves, the quality of programme content and teaching has to be guaranteed on a long-term basis. This is why FOM has developed a comprehensive quality management system (QMS) to which all members of faculty and administrative staff are bound. This system is based upon the Standards and Guidelines for Quality Assurance in the European Higher Education Area and the resolutions of the Conference of Ministers of Education and Cultural Affairs and Accreditation Council. The basic principle, structure and procedure of the QMS are laid out in detail in a manual. We strive to continually improve performance in teaching, research, development, student supervision and organisation.
Internally, an independent quality assurance manager constantly monitors all processes which affect the implementation, development and introduction of study programmes and which are listed in the QMS. Externally, FOM appoints well-known institutions to assess quality on a continual basis. FOM has repeatedly received high scores for equipment, teaching staff, quality and study programme management from the FIBAA (Foundation for International Business Administration Accreditation) in its programme accreditations.
Two other external institutions also assess FOM"s quality standards. The Study Programme Evaluation Commission consisting of distinguished representatives from industry and the body of students analyses each study programme in terms of both formal and content quality. In future, the QM Audit Group, another external committee, will also regularly monitor the effectiveness of FOM"s quality management system. The results of all internal and external audits are presented to decision-makers and FOM committees and duly published.
The German Council of Science and Humanities, which accredited FOM in 2004 as the first university in North Rhine-Westphalia, comes to the following conclusion in its reaccreditation report in 2010:
"The German Council of Science and Humanities acknowledges FOM"s outstanding contribution to continued academic training. With its clear profile and focus on business-oriented study programmes for working professionals, FOM has become the fourth largest university of applied sciences in Germany, and thus the biggest privately supported university, in just a few years. It has achieved this by developing and implementing a convincing concept for its target group, the core elements of which are on-site study in the evenings and at weekends, affordable tuition fees, regionally distributed study centres and supervision that is tailored to meet the specific needs of its students."
