Universitas Pendidikan Indonesia (UPI) or Indonesia University of Education was established on October 20, 1954 in Bandung, and was officially inaugurated by the Indonesian Minister of Education, Mr. Muhammad Yamin. The university was formerly named Perguruan Tinggi Pendidikan Guru (PTPG) or Teachers College aimed at educating and developing the intellectual capacity of young Indonesian nation ...to make benefits of its new independence. Two main considerations for its early establishment included a growing concern for education during early period of Indonesia’s independence and an increasing demand for more qualified teachers for a more prosperous Indonesian society.
In its early establishment, the main building of early Universitas Pendidikan Indonesia was initially only a relic villa named Isola which had been existed prior to the World War II. In the struggle era against Dutch colonialism, this building was used as the headquarter of freedom fighters. During early period of Indonesia’s independence in 1940s, it was then renovated and changed into a magnificently artistic Bumi Siliwangi Building. For the first time, in this renovated building, the Indonesian youth received teacher education in the level of university as the realization of the Decree of the Minister of Teaching Education and Culture of the Republic of Indonesia.
Vision statement is Universitas Pendidikan Indonesia envisions to be a leading and outstanding university. In the period of 2016-2020, the university strives to become the center of excellence in education across ASEAN region.
Mission statement is To achieve the vision statement above, Universitas Pendidikan Indonesia has some mission statements:
  • To provide education by proportionally cross-fertilizing educational sciences and disciplines of religion, humanities, social, formal and applied sciences in order to strengthen the educational sciences and disciplines;
  • To conduct research to develop educational theories and practices as well as other innovative and local wisdom-based disciplines;
  • To develop integrated teacher professional education in academic and professional education at all levels; and to disseminate experiences and innovations in educational sciences, disciplines of religion, humanities, social, formal and applied sciences for social betterment.

Objectives are Universitas Pendidikan Indonesia aims to produce teachers, education personnel, scientists, and experts in all higher education programs supported by religious piety and excellent global competitiveness. produce, develop, and disseminate science and technology to improve people’s welfare.
As an organization, Universitas Pendidikan Indonesia consists of several entities; top management, unit of academic affairs, administration, teaching staff, students affairs, and other supporting services (library, laboratory, etc). Top management includes rector and deputy rectors for university, deans of faculties, directors of graduate studies, heads of institutes, directorates, bureaus, study programs, and technical assistance units.
The Institute of Research and Community Service is actually the merger of two institutions, the Research and the Community Service Centers. This institute has historically undergone several name changes. In 1954, it was named the Institute of Educational Research (Lembaga Penyelidikan Pendidikan) before it was changed into Training Centre for Educational Research (Balai Latihan Penelitian Pendidikan) on October 1, 1963. In 1984, it was changed into the Research Institute whereas The Community Service Center was officially established in 1976 based on the Decree of IKIP Bandung Rector No. 262/Sp. Pst/AK/1976.
In 2009, based on the Rector Decree No. 1051/H.40/KL/2009, and to provide a more effective and integrated university tri-dharma (three core businesses; teaching, research, and community service), these two centers were merge into the Institute of Research and Community Service. This merger is expected to effectively strengthen the roles the university as an academic institute to synergize the researchers and community. Research findings identified by university academics should be able to empower the community at large.
This institute envisions to be pioneering and outstanding in research and community service. To achieve this vision, the institute manages;
  • To develop the position and function of the Institute of Research and Community Service as a university support to achieve the university vision, missions, and objectives in the research and community service areas, as well as both national and international publications;
  • To improve the research and community service management to achieve high productivity;
  • To equip lecturers with necessary research skills and relevant application of community services so that they can yield intellectual properties disseminated to the society;
  • To achieve an integrated and inter-supporting University Tridarma of teaching, research, and community service;
  • To produce research which can create and develop educational theories, practices, and other innovative and local wisdom-based disciplines;
  • To build an independent institute of research and community service as a profit-making unit through networking with both domestic and international stakeholders;
  • To nurture the culture of research and community service among the university academics;
  • To organize research-based community services for community welfare.

Finally, as a university integral part, this institute is expected to be able to develop, disseminate, and enhance the quality of research and community service as an effort to develop learning activities. Hence, the Institute of Research and Community Service is assigned to plan, administer, develop, and evaluate research and community service activities. Given this mandate, and with a synergized and sustainable university support, this institute should be able to serve to the fullest in developing research for social welfare.
