The University shall provide advance instruction in the arts, agriculture and natural sciences as well as in the technological and professional fields. The Isabela State University is one of the top state universities in the country having been named as one of the 19 leading universities by the Commission on Higher Education (CHED). It has also been identified as one of the 12 Level IV universities in the country by the Department of Budget and Management (DBM). All these speak a lot about the stature of the University in so far as some national norms are concerned. However, the challenges ahead that need to be addressed appear to be increasingly becoming difficult.
The advent and ultimate entry of the Philippines into the ASEAN 2015, and its impact in terms of the type, level, competition, as well as the supply and demand for labor and skills in an open market has tremendous implications not only for state college and universities, but also for private academic institutions in the region. The state universities and colleges in the country – the ISU in particular, must brace for the challenges of the ASEAN one open economy. It must start its program to respond to international norms and take leadership to make sure that Filipinos become competitive. It is a formidable challenge and ISU must keep focus and remain steadfast in its vision to be one among the leading comprehensive research universities in the ASEAN region.

As a University, ISU is mandated to generate scientific knowledge and innovations which are the driving force for economic growth and development especially for our home province of Isabela. It is therefore expected for ISU to lead in the generation of discipline-based, policy-oriented, demand-driven and innovative knowledge and technologies that are locally responsive and globally competitive. This is in support to CHED’s program of aligning HEI initiatives with national development goals through the conduct of relevant and responsive R & D.
In response to the national government’s goal to strengthen quality assurance in the delivery of instruction as stipulated in the CHED Roadmap, ISU has continuously undertaken measures in its aim to provide quality and relevant education. ISU is constantly subjecting its program offerings to AACCUP accreditation. Continuous accreditation of program offerings has spun improvements in the level of these programs. AACCUP accreditation in 2015 resulted in 86 out of 109 accredited programs, 72 of which are programs in higher education and 14 are in advanced education.However, because of the increasing number of enrolees, there was an increase in the number of program offerings in the University that resulted to 113. As of July, 2016, the accredited programs totalled to 85 due to the phased out program which is Ph.D in Institutional Development Management.
