The University of the PhilippinesThe University of the Philippines (UP) is the country’s national university, as declared by its Charter of 2008 which was approved by the 14th Congress of the Philippines on April 29, 2008. This premier institution of higher learning was established in 1908 and is now a system composed of seven constituent universities and one autonomous college spread through...out 15 campuses in the archipelago. As of 2012, the UP System’s student population was estimated at 57,000.
UP was founded on June 18, 1908 through Act No. 1870 of the Philippine Assembly. The university was created upon the recommendation of the Secretary of Public Instruction, W. Morgan Schuster, to the Philippine Commission, the upper house of the Philippine Assembly. Act 1870 authorized the Governor General to establish UP in the “city of Manila, or at any point he may deem most convenient.” UP was to give “advanced instruction in literature, philosophy, the sciences and arts, and to give professional and technical training” to every qualified student regardless of “age, sex, nationality, religious belief and political affiliation.”
The University of the Philippines SealThe UP Seal currently in use was approved by the Board of Regents at its 77th meeting on February 25, 1913. It features an eagle with its wings spread and perched on a shield that carries three icons representing the university’s fields of specialization namely, agriculture, engineering and medicine. Inscribed on top of the circular band that surrounds it are the words “University of the Philippines” and “1908” at the bottom.
The UP Law Center is the research and education arm of the UP Law Complex. The center is composed of five institutes created in 1989: the Institute of Government and Law Reform; The Institute of Human Rights; the Institute of International Legal Studies; the Institute for the Administration of Justice; and the Institute for Maritime Affairs and Law of the Seas. The center is also headed by the Dean of the UP College of Law.
Serving as the research and extension arm of the UP College of Engineering, the UP National Engineering (UP NEC) was established on 27 January 1978 by the virtue of Presidential Decree 1295. The UP NEC is mandated to provide experts to whom public and private entities may turn to for assistance in the solution of engineering problems and to develop technologies that utilize local resources that are adapted to the needs of a developing country.The UP NEC offers three main services namely Training, Advisory, and Information. Training includes regular training programs, certification programs, and customized training programs. Advisory covers technical consultancies and research projects. Information oversees the dissemination of Research and Development activities through publications, technical bulletins, and public fora.
Established on 26 June 1997 during the 1149th meeting of the Board of Regents, the UP National Institute for Science and Mathematics Education Development (NISMED) is a research unit and an extension arm of the UPD College of Education with an agenda of raising the level of teaching and learning of science and mathematics in the Philippines Educational System. Most of the institute’s projects have national or regional significance except for the Collaborative Lesson Research and Development Project, which is funded by NISMED for four specific schools in the National Capital Region. Even as NISMED actively initiates collaboration with teachers in schools and eagerly seizes opportunities to assist individual schools whether public or private, at the district, division, city, regional, and national levels. NISMED also responds to urgent needs of schools requesting its services in terms of upgrading teachers’ capabilities, improving their science and Information Communication and Technology laboratories, and conducting advocacy activities to generate students’ interest in science and mathematics.
No student shall be denied admission to the University System by reason of age, sex, nationality, religious belief, or political affiliation.Every applicant for admission shall undergo a thorough health examination. No person shall be admitted to this University who is found by the University Health Service to be suffering from a dangerous, communicable, contagious, or infectious disease or who is physically unfit to take courses in any college of the University.
The academic year (AY) is divided into two semesters of at least 16 weeks each, exclusive of registration and final examination periods. Each semester shall consist of at least 100 class days. A summer session of six weeks follows the second semester. Class work in the summer session is equivalent to class work in one semester. The first semester begins in August, the second semester in January and the midyear term in June.
There are 198 university-based student organizations categorized as: academic, alliance, cause-oriented, community service, dormitory association, fraternity, regional/provincial, religious, special interest, sorority, and sports and recreation. In addition, UPD has 100 college-based student organizations on campus.These organizations play a vital role in the enhancement of the academic, leadership development and social well-being of students in Diliman.
Research has always been embedded in the culture of the University of the Philippines. As mandated by RA 9500, or the UP Charter of 2008, the University shall lead in initiating innovations in research, and serve as a research university by promoting and implementing research and development in various fields of expertise. Now, more actively than ever, UP Diliman (UPD) takes its research initiatives to a higher level not only by implementing groundbreaking research, but also by promoting the dissemination and application of research and creative work outputs, fulfilling its other mandate to lead as a public service university through the deployment of outputs that are beneficial to society, a process known as knowledge transfer or technology transfer.
UPD, the largest constituent unit of the national university, has one of the most diversified program offerings in the Philippines with 27 degree-granting units in the fields of science and engineering, social sciences, management, economics and law, education, and arts and humanities. With its vast creative and scientific resources, UPD leads in the advancement of science and technology in the country, continues to shape Philippine culture and arts, and exercises leadership in responding to the needs of the nation and the global community for sustainable development and social transformation.
